David Byron
David Byron is a consulting actuary with the Health Practice in Milliman's Seattle office. He joined the firm in 2020.
Experience
David has 18 years of experience working with payers, providers, and employers as a health actuary. His recent work includes:
- CMS/CMMI alternative payment models, including MSSP, ACO REACH, Primary Care First, CHART, AHEAD
- Engagement with multiple stakeholder groups such as states, health systems, ACOs, and payers
- Provider contracting and reimbursement
- ACO risk management and financial forecasting
- Value-based care
Prior to joining Milliman, David worked at a major employee-benefit consulting company where he advised large employers and evaluated the financial impacts associated with benefit design, budgeting, forecasting, and reserving.
David brings a payer-perspective from his experience working at a regional Blue Cross Blue Shield plan. His work supported one of the country’s largest and longest-running private payment reform initiatives, which still exists today. In addition, he managed the individual and small group market medical portfolio, including design, innovation, and pricing.
