Jennifer Prather

Jennifer brings over 20 years of pharmacy experience, including more than a decade focused on Medicaid pharmacy benefits. She leads Milliman’s Medicaid Pharmacy Analytics and Consulting team, advising state Medicaid programs on pharmacy reimbursement strategies, policy development, and program oversight. Jennifer provides expertise in areas such as pharmacy service delivery models (e.g., single PBM, carveout), pharmacy benefit design and performance, 340B policy and strategy, managed care oversight and compliance, and high-cost drug management. She collaborates closely with actuarial teams on capitation rate development and conducts fiscal and operational analyses to support pharmacy program improvements across multiple states.

Before joining Milliman, Jennifer served as Senior Manager and Pharmacist at Myers & Stauffer, where she managed CMS NADAC operations and led pharmacy rate setting and pharmacy consulting projects for state Medicaid programs. Her work combined regulatory knowledge, technical expertise, and strategic insight to optimize pharmacy program performance and financial outcomes.
